Congress provided DHS $292 million for border wall construction in fiscal 2017 and $1.375 billion in fiscal 2018. In December 2018, DHS still described fiscal 2019 wall money as conditional ('if funded at $5B in FY 2019') (Department of Homeland Security, 'Walls Work', December 12, 2018).
