Clinton did not beat Biden outside the swing states. Biden won more votes than Clinton had, and a larger share of the vote, in every state and in Washington, D.C.
The FEC's official results, compiled from state election offices, give Biden more popular votes in 2020 than Clinton received in 2016 in all 50 states and D.C.; for example California 11,110,639 to 8,753,792, Texas 5,259,126 to 3,877,868 and Alabama 849,624 to 729,547 (Federal Election Commission, Federal Elections 2020 and Federal Elections 2016).
