What did Donald Trump claim about climate and energy on 27 Oct 2018?
Donald Trump, President of the United States ·
If you had a little puddle on your land—you heard this—it was considered, for purposes of that rule, a lake.
The rule said the opposite. The 2015 rule expressly excluded puddles from the waters it covered, and the agencies said they had never treated puddles as covered.
The 2015 Waters of the United States rule listed puddles among the features that are not "waters of the United States", at 33 CFR 328.3(b)(4)(vii). The agencies wrote that they "have never considered puddles to meet the minimum standard" and that "The final rule adds an exclusion for puddles" (EPA and Army Corps of Engineers, Clean Water Rule, 80 FR 37054, June 29, 2015).
