The 14th Amendment was written to make citizens out of former slaves, not illegals, and has never been challenged at SCOTUS.
The Supreme Court ruled on the 14th Amendment's citizenship clause in 1898, in United States v. Wong Kim Ark, holding that a U.S.-born child of Chinese parents was a citizen by birth after the government denied it.
In United States v. Wong Kim Ark, 169 U.S. 649 (1898), the Supreme Court took up whether a child born in the United States to Chinese parents 'becomes at the time of his birth a citizen of the United States, by virtue of the first clause of the Fourteenth Amendment' and held that 'the question must be answered in the affirmative' (U.S. Reports, Library of Congress).
