Immigrants without legal status were already barred from all but emergency Medicaid (42 U.S.C. 1396b(v)) and from SNAP (7 U.S.C. 2015(f), 2023 edition). The 2025 law limits Medicaid, from October 2026, and SNAP to citizens, green-card holders, Cuban and Haitian entrants and Compact of Free Association migrants. That drops other lawfully present immigrants such as refugees, and it keeps the emergency-care exception (Public Law 119-21, secs. 71109 and 10108).
