Nothing was completely banned. That same day his administration only proposed a rule against these procedures, and the proposal itself refers to states that still permit them for children.
The same day, his administration published a proposed rule that "would prohibit hospitals from performing sex-rejecting procedures on children." It said 25 states have laws that prohibit these procedures for children, referred to "States that permit SRPs for children," and expected that hospitals "currently performing these procedures on children" would need to tell patients they no longer perform them (CMS proposed rule CMS-3481-P, Federal Register, Dec. 19, 2025).
