The Iran nuclear deal said the opposite. Its opening pages record Iran's pledge that it will never seek, develop or acquire any nuclear weapons, and treat Iran as a non-nuclear-weapon state under the Non-Proliferation Treaty.
The Joint Comprehensive Plan of Action, annexed to UN Security Council Resolution 2231 (2015), states in its preface and preamble that 'Iran reaffirms that under no circumstances will Iran ever seek, develop or acquire any nuclear weapons', and that the Iranian nuclear programme 'will be treated in the same manner as that of any other non-nuclear-weapon state party to the NPT' (UN Security Council, S/RES/2231 (2015), Annex A).
