Trump did dictate it. The Special Counsel found he dictated his son's statement to Hope Hicks, and Trump's own lawyer wrote that the President dictated the response.
The Special Counsel found that the President dictated the statement to Hope Hicks, saying the meeting was about Russian adoption, after rejecting Trump Jr.'s own draft. The President's personal counsel told the Special Counsel's Office in a January 29, 2018 letter that "the President dictated a short but accurate response" on his son's behalf (Special Counsel Robert Mueller's report, Vol. II, pp. 105-106).
