After a three-day trial, a federal judge found no credible evidence that protests at the Portland ICE facility caused more than minimal interference with immigration enforcement in Portland. The judge also found, based on testimony from ICE's field office director, that ICE's enforcement and removal office kept enforcing immigration law in Portland even while the ICE building was closed to the public (Oregon v.
