The White House's own released record of the call carries the caution: 'A Memorandum of a Telephone Conversation (TELCON) is not a verbatim transcript of a discussion.' It says the text records the notes and recollections of Situation Room duty officers and NSC staff (White House, Memorandum of Telephone Conversation, July 25, 2019, released Sept. 25, 2019).
