Ukraine's security aid was frozen until Sept. 11, 2019, and part of it was still unspent when it was due to expire on Sept. 30, 2019. Congress had to pass a law to keep that money available for another year.
Section 124 of the Continuing Appropriations Act, 2020 rescinded 'the remaining unobligated balances of funds as of September 30, 2019' for the Ukraine Security Assistance Initiative and appropriated the same amount again, which 'shall remain available until September 30, 2020' (Public Law 116-59, signed September 27, 2019).
