He did not get rid of them. Federal law caps showerheads and faucets at 2.5 gallons per minute and tank toilets at 1.6 gallons per flush, and those limits were not changed.
Federal law sets the maximum water use for showerheads and for kitchen and lavatory faucets at 2.5 gallons per minute, and for gravity tank-type toilets at 1.6 gallons per flush, for products made after January 1, 1994 (42 U.S.C. 6295(j) and (k)). Those limits were not changed. The Energy Department's only related action, a new definition of "showerhead", was first proposed after these remarks (DOE, Definition of Showerhead, 85 FR 81341).
